This week Congressman Barney Frank should reveal his plan to overturn UIGEA. When asked about the bill, during the Reuters Global Financial Regulation Summit, Frank said he would present the bill in the coming week and will work on it again. In 2006 the infamous UIGEA was passed. The law aimed to ban, and make as illegal, all the money movements to and from financial institutions to online casinos.
Due to the law, many players of US online casinos left the US, and many casinos do not accept players from the USA anymore. Since that date Barney Frank has been working on a bill to overturn the UIGEA, trying to create a pro gambling campaign.
The gambling supporters are in fact convinced that this law is interfering with American civil rights to decide how to use money. Moreover the UIGEA is actually diverting proceedings to offshore establishments and causing to US billions of losses in terms of missed internal revenue. But all these arguments failed to convince Congress, at least until now. I wonder if the current economic situation around the world has influenced change of thought?
Pat O’Brian, a legal expert involved in online gambling controversy, while speaking in Ontario, said that is more viable to try to authorize online gambling at a State level rather than at the federal level. In his opinion Barney Frank bill will de defeated again. Other situation and solutions seems to have more chances to success. He was referring to some state initiative, like the California one, to legalize internet gambling.
In addition O’Brian predicted an interstate collaboration, with neighboring states putting together their efforts to share poker players or lottery gamblers. The effect of these alliances could then spread to other State in a domino like reaction.
